Durable solutions

Durable solutions

In May 2000, 1780 Ethiopians have been repatriated. As a result of the successful compilation of Arta Conference sponsored by Djibouti,  1029 refugees from Obock camp were repatriated to Mogadishu, Gedd, Kismayo and Bossasso. The Repatriation operation was carried out during the last quarter of 2000. This refugees were originally arrived in Djibouti due to the recent conflict between Ethiopia and Eritrea. In view of the successful repatriation operation the Obock camp is now closed.

There has been an upward trend in the allocation of the traditional resettlement countries for the last and the current fiscal years, particularly US, which allowed the BO to increase its submissions. Hence, cases of crucial vulnerability nature as well as security cases to whom possibilities of other durable solution are slim have been submitted by US, Canada  and Australia in line with UNHCR resettlement policy guidelines.

Resettlement  remains an  important tool of international Protection. In 2002 BO intends to make increased use of the resettlement  possibilities available to provide international protection for the refugees and to continue the active search for placement. Identification of deserving cases for resettlement is an ongoing process.

Following the peace agreement signed in February 2000 between the Djibouti government  and the Front for the Restoration of Unity and Democracy (FRUD) a tripartite agreement  between the government of the Democratic Republic of Ethiopia, the government  of Djibouti and UNHCR for the voluntary  repatriation of the Djibouti Afar refugees from Ethiopia, (estimated  at 1500 persons) was signed on 24 January 2001. The planned repatriation operation was to bring back some 1500 Djiboutians of Afar origin however only 600 opted to return. Among them so for 459 has returned to their place of origin namely to districts of Tadjourah and Dikhil. In this regard, the repatriation operation was completed with out hitches, what remained is to ensure their integration in to the Social Economic structure of their country. UNHCR assists the reintegration of these returnees.

In the line of Somalian refugees  programme to return to their country  of origin, visit
was undertaken in 1999 by the elders committee of the refugee to Hargeisa and the Awdal region which produced positive reports.

Late in 2001, 15,000 refugees registered voluntarily to repatriate to NW Somalia. The screening exercise was carried out by Somaliland authorities and most of registered were accepted.

In April 2002, BO organised a visit to the areas of returns to allow refugees to see the achievements in term of rehabilitation/construction of infrastructures.
