Partnership with UN Agencies other regional Organisation, Government and NGOs.

Memorandum of Understanding which provides the frame work of co-operation between UNICEF, WFP and IGAD exists.

As a consequence of the past three years of lack of rainfall, people migrated or displaced in search of food, water, etc to urban areas and refugee camps where these facilities are available. 

Base on the co-operation agreement between UNHCR and IGAD, in March 1999, a two days workshop on Emergency preparedness has been organised for all IGAD secretaries to enhance their capacity to deal with regional emergency situation.

An area based development programme for reintegration of refugees, returnees and displaced persons involving 3 IGAD countries ; Ethiopia, NW Somali and Djibouti, has been initiated in co-ordination with UNDP and IGAD ; IGAD as a lead partner.

 

The main partner of our operation in Djibouti are:

ONARS:
Government Agency dealing with the refugee affairs and management of the camps.

AMDA:
Asian Association of Doctors  responsible for health sector.

UNESCO-PEER
 
manages the primary education sector.

Eglise Protestante(EPED)
EPED is implementing project for urban based refugees.

CERD:
Government research centre is responsible for the environment project.

APEF:
Manages the micro-credit for urban refugees.

NGOs Parinac and capacity building

In addition to the government organisations ( ONARS and ISERST) BO Djibouti is dealing directly with 3 NGOs:

AMDA (Association of Medical Doctors of Asia), an International NGO in charge of health sector.

EPED (Eglise Protestante Evangelique de Djibouti) international NGO responsible for the delivery of assistance to Urban refugees.

APEF (Association pour la Promotion et l’Epanouissement de la Famille) local NGO responsible for the micro credit scheme for refugee women.

EPED is the focal point for PAR in AC in this regard regular co-ordination meetings are held with these NGOs on operational issues.

As far as capacity building is concerned all NGOs have benefited during 2000 from training and workshop dedicated to strengthen their capacity to carry out UNHCR activities. The same programme will continue during 2002.
